My experience at 817 St Paul st was terrible. The elevator stopped functioning too many times. The flooring was poor, there were stains and creaked a lot. The heating in the living room never worked and when my personal heater was plugged in, the unit couldn't take it and there would be an electric trip.
The delivery locker system stopped functioning for a long time and they never bothered to return our packages after we moved out.
WORST OF ALL: there were roaches and mice. Maintenance came in... multiple times and I don't know what they did, but nothing ever worked.
Also, they stole our security deposit and never reimbursed it.
DO NOT GO HERE.

First off: the previous management did not let existing tenants know of this acquisition. If you're moving to Baltimore, know that Chasen has been in the local news for getting sued by vendors for nonpayment.
I was impacted by a vendor issue with the parcel lockers. Eventually got my package, but I had to threaten a call to a lawyer for it. The parcel lockers have been offline since late June 2024 and there's no ETA for fixing them. Building management never communicates with the tenants... unless it's to beg them not to break or non-renew lease.
I have spent two weeks on demanding an exterminator visit for a roach issue in a supposedly luxury apartment. The elevator has been having emergency line connection issues for a month now, which doesn't strike me as very luxury either.
AVOID AT ALL COSTS.

Do NOT, under any circumstances, consider renting at this place – not even if you're desperate! My experience here has been nothing short of a nightmare. They can't even properly set up the furniture and appliances, and when things go wrong, they don't care about your damages or injuries.
To name a few, appliances weren’t installed properly and running water is always an issue. The medicine cabinet in my bathroom was ONLY attached with a few STAPLED GUNS unto the wall, and when it reached a... point where it became disintegrated, it fell on my head while I was washing my face. They didn't bat an eye, only offering to fix the cabinet. Neither owner nor management were concerned for my well-being whatsoever, especially to the physical condition or injury I sustained.
A few months later, I had issue with the water where there is a total of 1,5 month of little to no running water and they would not even reimburse a partial amount of rent. Throughout my entire year there, the water pressure was consistently lower than the city's minimum standards. Management is NOT helpful in navigating any of these and the owner is even worse! I've gone as far as reporting them to the Federal Business Bureau. Save yourself all these trouble and frustration, and don't rent or do business here.

I currently live at 817 St. Paul, and while the building has so much potential and it's in a great location, the management has been absolutely terrible.
As I write this, it's currently day 3 of the NINTH OR TENTH elevator outage since I moved in about four months ago. The only communication they'll ever give is "we're aware of it," but will drag their feet on repairs (it's been out as many as four days in a row) and not fix the underlying issues causing the problem. This is unacceptable for a... 8-story building where people rely on the elevator to reach their apartments.
The "24-hour emergency maintenance" they advertise is deceptive, it's someone (maybe, sometimes it take several times calling for them to even bother to pick up) answering the phone and saying there's nothing they can do outside of business hours.
If you put in any maintenance request, it will be closed under the excuse of "we're currently only performing emergency maintenance." I have had soggy spots where water is coming through my windows, walls, and ceiling (and electrical issues in that same wall!) for about two months, and I'm still waiting for them to send somebody to take a look at it.

Building staff addresses maintenance and pest concerns quickly and is extremely friendly. There is a keyfobbed front door and I overall feel extremely safe here. Renters are mostly college students and young professionals and they respect the quiet hours. No package theft concerns.
However, there's only one elevator and it breaks at least once a month. At one point, it broke over the weekend and was not fixed until the regular management work week. Putting this out in case anyone with a... mobility concern is considering the building.
Also, I do not take the garbage out after dark. The alley is well-lit, but it is not fenced in.
